Prohibits South Carolina businesses and government entities from entering agreements that would grant companies from China, Iran, North Korea, Russia, or Governor-designated countries direct or remote access to or control of critical infrastructure

Critical infrastructure is defined as communication systems, cybersecurity systems, electric grids, hazardous waste treatment systems, and water treatment facilities

The prohibition applies to companies owned, controlled, or majority-held by citizens of designated foreign adversaries, or headquartered in or subsidiaries of entities in those countries

Governor may designate additional countries as threats to critical infrastructure after consulting with the Department of Public Safety Director and Homeland Security Council

Consumer utility services from providers are exempt from the prohibition
