Prohibits companies owned or controlled by the People's Republic of China or the Chinese Communist Party from owning, leasing, or controlling land within 25 miles of state or federal military bases in South Carolina for telecommunications or broadcasting tower installation

Requires any Chinese-manufactured telecommunications or broadcasting equipment installed before January 1, 2025 near military bases to be replaced with U.S.-made equipment installed by U.S.-based companies

Authorizes inspection of all telecommunications and broadcasting equipment at any time without notice to detect and remove monitoring, jamming, or interception devices

Defines covered military installations to include Fort Jackson, Shaw Air Force Base, Marine Corps Air Station Beaufort, Parris Island, Joint Base Charleston, McEntire Joint National Guard Base, and Coast Guard stations at Charleston and Georgetown

Applies to any sole proprietorship, corporation, partnership, trust, or other entity that is a subsidiary of or controlled by Chinese government or Communist Party interests
