Establishes a statewide dual enrollment policy effective for the 2027-2028 school year, allowing eligible high school students to earn college credits while fulfilling graduation requirements.

Restricts dual enrollment primarily to 11th and 12th graders, with exceptions for 9th graders in early/middle college programs; baccalaureate track students need a 3.0 GPA minimum, career/technical track students need 2.5 GPA.

Requires all higher education institutions to accept dual enrollment credits from courses on the Statewide Articulation Agreement list of Universally Transferable Courses and mandates participation in the National Student Clearinghouse Reverse Transfer initiative.

Mandates tuition-free dual enrollment for eligible students, with school districts and higher education institutions developing cost-sharing models; books, equipment, and fees must also be covered.

Requires annual reporting on enrollment demographics, completion rates, credentials awarded, and graduation outcomes; establishes three-year rotating audits of all participating institutions beginning July 1, 2027.
