Grants homeowners a 3-business-day cancellation period after signing a home repair contract, extended to 5 business days for owners aged 62 or older.

Creates the criminal offense of home repair fraud for acts including misrepresenting material facts, using deception to solicit contracts, entering unconscionable agreements exceeding 4 times fair market value, or intentionally damaging property to induce contracts.

Establishes penalties for home repair fraud: misdemeanor (up to $10,000 fine and 3 years imprisonment) for amounts of $2,000 or less; felony (up to $50,000 fine and 10 years imprisonment) for amounts exceeding $2,000.

Imposes enhanced penalties for aggravated home repair fraud targeting elderly persons (62+) or persons with disabilities: felony with fines up to $50,000 and imprisonment up to 15 years for amounts over $2,000.
