Expands the St. John's Fire Commission from seven to nine members, adding two additional Kiawah Island residents (increasing from one to three Kiawah Island representatives)

Requires the commission to adopt a procurement code complying with Section 11-35-5320 (state procurement code), replacing the previous three-tier bidding system based on dollar thresholds

Mandates all commission records be available as public records pursuant to Section 30-4-30 (Freedom of Information Act)

Repeals Section 2 of Act 727 of 1978

Takes effect upon approval by the Governor
