Redefines "criminal gang" as three or more persons (reduced from five) with a primary purpose of committing specified offenses, identifiable through common signs, symbols, tattoos, or behaviors

Expands criminal gang activity offenses to include organized retail crime, identity fraud, computer crimes, and any offense carrying five or more years imprisonment

Creates the "Anti-Racketeering Act" establishing felony penalties of 5-20 years imprisonment for first offense and 10-20 years for subsequent offenses, with fines up to $25,000 or three times pecuniary gain

Adds racketeering to State Grand Jury jurisdiction and defines pattern of racketeering as two or more acts within five years, covering crimes including drug offenses, trafficking in persons, weapons violations, and money laundering

Requires mandatory consecutive sentences for gang activity convictions and prohibits contact with gang members or victims as a special condition of sentencing
