Requires the South Carolina Department of Environmental Services to conduct quarterly testing for urinary metabolites at wastewater treatment facility intakes and outflows, with testing performed by accredited environmental laboratories.

Mandates testing for specific urinary metabolites in gluconate form: antimetabolites, prostaglandins and prostaglandin analogs, and antiprogestins (compounds associated with medication abortions).

Testing applies to all wastewater facilities within 10 miles of municipalities with 250,000+ population, plus at least 10 facilities each in areas with populations of 100,000-250,000, 25,000-100,000, and under 25,000.

Requires the department to maintain and publish detailed testing records on its website, including sample collection dates and locations, testing dates, and results measured in parts per trillion.
