Restructures the Department of Transportation governance by eliminating the seven-member commission and making the Secretary of Transportation, appointed by the Governor, the sole governing authority effective July 1, 2027.

Establishes the Coordinating Council for Transportation and Mobility and creates new positions including Deputy Secretary for Planning.

Authorizes the department to transfer ownership of certain nonessential roads to counties, establishes the System Realignment Fund to assist with transfers, and permits toll collection on state highways under specified conditions.

Increases "C" funds for county transportation and imposes a new tax on electricity consumed at public electric vehicle charging stations, with revenues credited to the State Highway Fund.

Expands procurement options by authorizing phased design-build contractors and construction manager/general contractors, and permits the department to enter into public-private partnerships and reciprocal agreements with other jurisdictions.
