Creates the South Carolina Mold Assessment and Remediation Board, a seven-member Governor-appointed body within the Department of Labor, Licensing and Regulation to oversee mold professionals

Requires certification for anyone performing mold assessment or mold remediation services for compensation in South Carolina, with mold remediation defined as treatment of contaminated areas greater than 10 square feet

Mandates certified mold assessors and remediators maintain at least $1 million in general liability insurance per occurrence and complete continuing education for renewal

Prohibits mold assessors from performing remediation on structures they assessed within the previous 12 months, and bars remediators from working on properties where they have financial interest

Establishes penalties of up to $5,000 fine and/or one year imprisonment for knowing violations, with each day of uncertified practice constituting a separate offense; includes 12-month transition period for existing practitioners to obtain certification without examination
