Requires the Department of Juvenile Justice (DJJ) to fingerprint and photograph juveniles upon admission to any DJJ secure facility, changing from discretionary to mandatory.

Mandates that juvenile fingerprint and photograph records be transmitted to the South Carolina Law Enforcement Division (SLED) and kept separate from adult records.

Restricts transmission of juvenile fingerprints and photographs to the FBI or other agencies only for specific purposes: apprehending escapees, locating missing/runaway children, finding children who fail to appear in court, or locating children under house arrest orders.

Clarifies that law enforcement must provide incident reports to school principals when juveniles are charged with violent crimes, offenses carrying 15+ years imprisonment, weapons offenses, assault and battery against school employees, or drug distribution/trafficking.

Has no fiscal impact on SLED or DJJ as activities will be conducted within normal agency operations.
