Prohibits the South Carolina Department of Motor Vehicles from disclosing an individual's personal information without express consent for requests that don't qualify under federal Driver's Privacy Protection Act exceptions (18 U.S.C. 2721(b))

Requires the DMV to establish waiver procedures where non-exempt requests trigger a mailed notification to the individual whose information was requested

Individuals must be informed of the request and that their information will only be released if they waive their privacy rights under federal law

DMV must implement the waiver procedures within 60 days of the act's effective date and provide written notification and copies of procedures to the General Assembly

Takes effect upon Governor's approval
