Establishes 3 years of fully state-funded health insurance coverage under the State Health Plan for surviving spouses and dependent children of first responders killed in the line of duty

Defines eligible first responders as law enforcement officers, firefighters, and emergency medical services personnel serving in full-time, part-time, reserve, paid-on-call, or volunteer capacities

Prohibits any premium or cost-sharing obligations on surviving family members, employing agencies, or political subdivisions during the 3-year coverage period

Allows surviving spouses to continue coverage after the 3-year period at their own expense at the applicable group rate, without requiring evidence of insurability

Assigns the Public Employee Benefit Authority to administer enrollment and coverage, with the General Assembly required to appropriate funds annually to cover all associated costs
