Establishes the School Mapping Data Program within the State Law Enforcement Division (SLED) to provide digital mapping data for public colleges, universities, and technical institutions to facilitate emergency responses by first responders

Requires SLED to contract with a vendor to create mapping data that must be compatible with existing software platforms used by local, county, state, and federal public safety agencies without requiring additional software purchases or fees

Mandates each public institution of higher learning review all campus facilities, including athletic facilities and branch campuses, at least once every two years to report material changes to SLED and the mapping vendor

Designates school mapping data as confidential information exempt from Freedom of Information Act requests, with disclosure permitted only through established law enforcement procedures or court order

Caps annual maintenance costs at 15% of the initial mapping cost in any given fiscal year
