Establishes a seven-member Multijurisdictional School Safety Task Force, chaired by a SLED representative, to develop statewide school safety policies and a master Multihazard Emergency Operation Plan (MEOP)

Requires every school district to develop and annually update district-wide and school-specific emergency operation plans addressing prevention, response, recovery, evacuation procedures, and communication protocols

Mandates in-person certified security assessments for all public and charter schools at least once every three years, conducted by assessors with specific credentials including Crime Prevention Through Environmental Design (CPTED) and Physical Security Certification

Requires schools to conduct live, in-person safety drills (fire, active shooter, severe weather) each academic year, with virtual or tabletop exercises only permitted as supplements

Authorizes SLED to withhold state school safety funds from noncompliant districts, publish noncompliance reports, and require corrective action plans within 30 days, with full implementation required by July 1, 2027
