Prohibits South Carolina state agencies and political subdivisions from providing any forms or services in languages other than English

Creates exceptions for emergency situations and cases where federal law requires non-English language services

Amends existing Section 1-1-697 by replacing language that only prohibited "requiring" non-English language use with a broader prohibition on "providing" non-English forms or services

Preserves the existing allowance for state agencies to require foreign language knowledge as a job qualification where appropriate
