Replaces the existing "Share the Road" special license plate with a new "I Bike SC" special license plate issued by the South Carolina Department of Motor Vehicles

Increases the special motor vehicle license fee from $30 to $52 for these plates, in addition to the regular registration fee

Expands the use of funds collected from plate fees to support pedestrian, bicycle, and other active transportation safety and education programs (previously limited to bicycling programs only)

Continues the requirement for at least 400 prepaid applications or a $4,000 deposit before the department produces the plates, and discontinues production if biennial applications fall below 300

Takes effect six months after approval of the new license plate design
