Mandates systematic pavement condition evaluations for all state-maintained highways, with preservation activities prioritized for roads in fair or good condition to prevent deterioration

Directs implementation through the Department's engineering district offices, with each district developing preservation strategies appropriate to its roadway network

Requires an annual Pavement Preservation Program Report due January 31st to the Governor, legislative leadership, and Transportation Committee chairs, including data on miles treated, costs compared to reconstruction, regional breakdowns, and five-year condition projections
