Reduces the minimum age requirement for disposing of a vehicle to a demolisher or secondary metals recycler without a title certificate, magistrate's order of sale, or sheriff's disposal authority certificate from twelve model years old to five model years old

Applies to vehicles that are abandoned on someone's property, in their possession, or owned but with a faulty, lost, or destroyed title certificate

Vehicles must meet all existing conditions: lawfully possessed, no valid registration plate affixed, and either no engine or totally inoperable

Amends Section 56-5-5670(E)(1) of the South Carolina Code of Laws

Takes effect upon approval by the Governor
