Authorizes the Public Service Authority (Santee Cooper) to jointly own natural gas-fired generation facilities and related transmission facilities with Dominion Energy South Carolina, Inc.

Joint ownership may be structured as tenants-in-common or through a limited liability company for facilities to be built near Dominion's former Canadys coal-fired plant in Colleton County.

Santee Cooper's ownership percentage must equal its proportional financial contribution to the acquisition and construction costs, with corresponding ownership of electrical output.

Santee Cooper's liability is limited to its ownership share for acts performed by the plant operator or other owners acting as its agent, with no joint liability for other owners' debts or obligations.

Takes effect upon Governor's approval.
