Permits abortion before fetal viability (presumed at 24 weeks) with the woman's consent, and after viability only in cases of rape, incest, life/health of the mother, or fatal fetal diagnosis

Allows physicians to prescribe abortion-inducing drugs via telemedicine by removing the current prohibition

Requires health insurance policies that cover pregnancy and childbirth to also cover abortions, permanent sterilization procedures (tubal ligation, hysterectomy, vasectomy), and assistive reproductive technologies including IVF

Expands Medicaid eligibility beginning January 1, 2026 to adults 65 and younger with income at or below 133% of the federal poverty level to improve prenatal and postnatal healthcare access

Establishes a judicial bypass process for minors to obtain abortions without parental consent and repeals the existing Chapter 41, Title 44 abortion restrictions
