Creates the felony offense of "obscene visual representations of child sexual abuse" for knowingly producing, distributing, soliciting, or possessing AI-generated or computer-generated images depicting minors in sexually explicit conduct, punishable by up to 10 years imprisonment

Establishes that the depicted minor does not need to actually exist for the offense to apply, targeting AI-generated child sexual abuse material

Treats minors charged under this section as misdemeanor offenders in family court (rather than felony) if they have no prior sex offense adjudications, with potential behavioral health counseling

Adds the new offense to South Carolina's Sex Offender Registry as a Tier I offense, though minors adjudicated in family court are exempt from registration

Requires the State Department of Education, SLED, and Attorney General's Office to develop policies educating students about these provisions, with a status report due by July 1, 2026
