Expands sexual exploitation of a minor laws to include "morphed images" of identifiable minors, defined as computer-generated or digitally altered images depicting recognizable minors in sexually explicit content

Establishes that first, second, and third degree sexual exploitation charges involving morphed images of identifiable minors are misdemeanors heard in family court if the defendant is a minor on their first offense, with possible behavioral health counseling

Requires arrest warrants for morphed image offenses to be issued only after a grand jury indictment or probable cause finding by the Internet Crimes Against Children Task Force with the Attorney General's office

Adds sexual exploitation of a minor (first, second, and third degree) to the Sex Offender Registry as Tier II offenses, with an exception for minors whose offenses involve only morphed images

Modifies sex offender registry termination requirements, allowing Tier I offenders to request removal after 15 years and Tier II offenders after 25 years, based on time since registration, discharge from incarceration, or end of supervision
