Establishes the "In Vitro Fertilization Protection Act" to protect access to assistive reproductive technologies including IVF, egg/embryo/sperm cryopreservation, egg or embryo donation, and gestational surrogacy

Declares it public policy to protect and promote equitable access to the full range of assistive reproductive technologies, with any undue burden on persons seeking these treatments considered a violation

Allows patients, after consulting with their practitioner, to choose to preserve eggs, sperm, or fertilized embryos outside the body, with practitioners required to provide appropriate preservation following accepted medical standards

Specifies that fertilized eggs or embryos existing outside the uterus shall not be considered an "unborn child," "natural person," or any term connoting a human being under state law, including criminal statutes
