Encourages Santee Cooper (South Carolina Public Service Authority) to issue a request for proposal (RFP) to solicit interest from entities wanting to utilize assets associated with the abandoned V.C. Summer nuclear Units 2 and 3 in Fairfield County

Construction of the two AP1000 nuclear reactors was abandoned in July 2017 at approximately 48% completion for Unit 2; assets and site are reported to be in excellent condition despite seven years of inactivity

Directs Santee Cooper to make available data vaults, ownership information, and other fundamental information needed for entities to submit meaningful proposals, provided this does not affect customer utility rates

Requires any transaction involving transfer of real property interest to be subject to Section 58-31-240, meaning the Joint Bond Review Committee must approve, reject, or modify such proposals

Aims to explore options for completing the nuclear units or other uses of the assets to potentially provide relief to ratepayers who are still paying for the abandoned project's costs
