Prohibits employers, businesses, institutions of higher learning, and government entities from mandating "novel vaccines" (those under Emergency Use Authorization or marketed for less than 10 years), indemnified products, or gene therapies as a condition of employment, attendance, or receiving services

Establishes criminal penalties for vaccine mandate violations: up to $1,000 fine and 1 year imprisonment for first offense, escalating to $5,000 fine and 5 years imprisonment (felony) for third or subsequent offenses

Requires informed consent for vaccinations and treatments during public health emergencies, including written documentation signed by the individual (or parent/guardian for minors under 16) explaining risks, benefits, and indemnification status

Limits quarantine of asymptomatic individuals to 21 days or the disease incubation period (whichever is shorter), and requires release when individuals no longer pose transmission risk

Prohibits pharmacists from denying prescriptions for off-label use of FDA-approved drugs during public health emergencies or gubernatorial states of emergency, while allowing refusal for religious, moral, or ethical reasons under the Medical Ethics and Diversity Act
