Increases first offense penalty for driving without a license from $50-$100 fine to a $300 fine or 30 days imprisonment, or both

Raises second offense penalty from $500 fine or 45 days imprisonment to $600 fine or 45-60 consecutive days imprisonment, or both

Establishes third or subsequent offense penalties at $1,000 fine plus 45 days to 6 months imprisonment, with home detention as an alternative to incarceration

Requires offenders sentenced to home detention to pay the cost of their confinement

Allows dismissal of charges if the person proves they held a valid license at the time of the violation before the court disposition date
