Redefines "criminal gang" as three or more persons (reduced from five) whose primary purpose includes committing specified criminal offenses, with membership established through common names, symbols, tattoos, or distinguishing characteristics

Creates felony penalties of 5-20 years imprisonment for participating in criminal gang activity, recruiting gang members, or threatening individuals to prevent cooperation with law enforcement, with additional 3-year sentences when victims are under 18

Establishes a new Anti-Racketeering Act requiring at least two racketeering acts within five years, covering offenses including murder, drug trafficking, robbery, human trafficking, weapons violations, and domestic terrorism

Allows real property used for criminal gang activity to be declared a public nuisance and abated, and permits the Attorney General, solicitors, or aggrieved parties to seek civil injunctions against gang activity

Adds racketeering offenses to State Grand Jury jurisdiction and provides for criminal penalties up to 20 years imprisonment and $25,000 fines for racketeering violations, plus forfeiture of property and proceeds
