Requires all public school governing bodies, including charter and special schools, to livestream meetings subject to the Freedom of Information Act, except during executive sessions

If livestream fails despite reasonable efforts, a full audio and video recording must be posted on the governing body's website within 7 days

State Board of Education must adopt a model livestream policy including best practices, penalties for noncompliance (up to 1% of state funds), and a process for schools with limited broadband to request 12-month extensions

School governing bodies must adopt local policies within 3 months of the state model policy and may not adopt policies that prevent in-person public participation

State funding will be provided to school districts without existing streaming capabilities as of the 2024-2025 school year, with implementation required by January 1, 2026
