Renames the South Carolina Military Base Task Force to the South Carolina Military Affairs Advisory Council, with an expanded mission to sustain and expand military presence in the state and support mission readiness

Adds the U.S. Department of Homeland Security to the council's coordination scope alongside the existing Department of Defense focus

Expands council membership to include representatives from Aiken County (Aiken Chamber CEO, Aiken County Council Chairperson, Mayor of North Augusta) and Edgefield County Council Chairperson

Increases at-large gubernatorial appointees from five to six, representing five military counties (adding Aiken to existing Beaufort, Charleston, Richland, and Sumter)

Requires the council to meet at least once per calendar year and mandates that executive committee members be recommended by county legislative delegations to the Governor
