Bans reading, composing, or transmitting text messages, emails, or watching videos while driving; allows hands-free voice calls, navigation, and audio content when device is not held

First offense carries a $100 fine; second or subsequent offense within three years results in a $200 fine and 2 points on driving record

Exempts drivers who are lawfully parked, first responders on duty, those reporting emergencies, and those using factory-installed vehicle equipment

Requires 90-day warning period after effective date before citations are issued; Department of Transportation must post signs at interstate highway entrances; Department of Public Safety must report demographic data on citations annually
