Creates enhanced penalties for violent crimes and second-degree assault by mob when the victim was intentionally selected based on race, color, religion, political views, sex, gender, national orientation, or physical or mental disability

Adds an additional fine of up to $10,000 and up to 5 additional years of imprisonment for qualifying offenses

Requires the enhanced penalty provision to be separately indicted and proven beyond a reasonable doubt by the trier of fact as a special verdict

Defines "sex" according to the U.S. Supreme Court's interpretation in Bostock v. Clayton County (2020), which includes sexual orientation and transgender status

The Senate Judiciary Committee amendment adds "political views" as a protected category for penalty enhancement
