Requires wireless service providers to disclose a user's telecommunications device location information to law enforcement agencies upon request during emergencies involving immediate death, serious bodily injury, or risk of serious physical harm

Allows wireless service providers to establish their own voluntary protocols for disclosing location information

Provides civil and criminal immunity for wireless service providers and other persons who disclose location information in good faith under this section

Directs the State Law Enforcement Division (SLED) to collect contact information from all wireless service providers authorized to operate in South Carolina and share it with law enforcement agencies statewide
