Allows individuals to apply for expungement of one conviction for unlawful handgun possession that occurred before the Constitutional Carry Act, with applications accepted for five years after this section's enactment

Delays mandatory dismissal if the handgun possession charge was filed alongside other criminal offenses from the same incident; dismissal occurs after disposition of those related charges

Specifies that dismissal of handgun possession charges does not require dismissal of other related criminal charges and cannot serve as a basis for civil lawsuits arising from the arrest

Takes effect upon approval by the Governor
