Protects individuals' and businesses' rights to accept digital assets for payment and to use self-hosted or hardware wallets for maintaining custody of digital assets

Prevents state and local governments from imposing additional taxes on transactions solely because digital assets were used as payment method

Prohibits political subdivisions from imposing zoning restrictions on digital asset mining businesses in industrial areas that don't apply to other businesses, and requires mining operations to not strain the electrical grid

Exempts digital asset mining, node operation, blockchain software development, and digital-to-digital asset exchanges from money transmitter licensing requirements, and clarifies that mining-as-a-service and staking-as-a-service are not securities offerings
