Establishes waste tire manifest requirements for haulers transporting 15 or more waste tires, requiring documentation of tire quantities, types, origins, and destinations to be submitted to the Department of Environmental Services within 60 days of transfer

Prohibits installation of unsafe used tires on passenger cars and light trucks, defining "unsafe" as tires with tread depth of 2/32 inch or less, exposed reinforcing plies, improper repairs, defaced DOT numbers, or evidence of separation

Increases the maximum tipping fee counties may charge for waste tires from $150 per ton to $400 per ton for out-of-state tires, non-USDOT tires, and tires without proper fee documentation

Extends the existing $2 tire recycling fee to include used tire sales in addition to new tires, with $1.50 per tire distributed to counties based on population for waste tire collection and recycling

Directs the Department of Environmental Services and Department of Commerce to develop a statewide market infrastructure for tire-derived products, including rubber modified asphalt, and establishes grants for businesses creating alternative uses for waste tires
