Expands the definition of "redevelopment project" under tax increment financing (TIF) laws to include affordable housing projects for individuals and families earning up to 80% of the local area median income

Allows TIF district tax revenues to support both publicly and privately owned affordable housing, including related infrastructure projects

Extends the deadline for issuing TIF obligations from 15 years to 35 years after adoption of a redevelopment plan ordinance

Permits municipalities to make specific findings of benefit to justify redevelopment projects located outside the designated TIF district area
