Renames the State Commission for Minority Affairs to the "State Commission for Community Advancement and Engagement"

Removes the requirement that a majority of the nine-member commission be African American, replacing it with language directing the Governor and Senate to ensure members reflect the state's ethnic and racial diversity

Changes the commission's focus from serving specific minority groups (African Americans, Native American Indians, Hispanics/Latinos, Asians) to serving "rural and under-resourced communities" statewide

Eliminates the commission's duty to assist minority communities with Voting Rights Act submissions and removes the requirement to maintain a 24-hour toll-free telephone number

Retains the commission's authority over state recognition of Native American Indian entities and their power to seek federal funding and establish regional advisory committees
