Prohibits the sale, distribution, or dispensing of kratom products to individuals under 21 years of age

Bans kratom products that are adulterated with dangerous substances, contain poisonous ingredients, include fully synthetic alkaloids, or have residual solvent levels exceeding USP-NF standards

Requires kratom product labels to include ingredient lists, mitragynine and 7-hydroxymitragynine amounts, serving size, vendor contact information, safety warnings, and age restriction statements

Establishes civil penalties of up to $1,000 for first violations and up to $2,000 for subsequent violations by retailers

Takes effect 60 days after approval by the Governor
