Defines Utility Terrain Vehicle (UTV) as a side-by-side, four-wheel drive off-road vehicle with top speed over 35 mph, at least 450cc engine, 80 inches or less in width, and gross vehicle weight rating up to 4,000 pounds

Requires UTV operators to be at least 17 years old with a valid driver's license, registration, license plate, and proof of liability insurance; creates separate "Farm UTV" category for agricultural use with special plates available

Restricts UTV operation to roads with 35 mph speed limits or less (55 mph for Farm UTVs), prohibits interstate highway use, and limits operation to daylight hours and within 4 miles of registered address unless local ordinances permit otherwise

Mandates Type 2 seat belts at all seating positions, operable headlights, brake lights, taillights, and turn signals; requires all occupants to wear seat belts and persons under 21 to wear protective helmet gear

Establishes $10 biennial registration fee distributed among DMV plate production, State Highway Fund, and SC Transportation Infrastructure Bank; exempts UTVs from county property taxes
