Moves the deadline for the House of Representatives to give third reading to the annual general appropriations bill from March 31st to March 10th, with automatic sine die adjournment extensions for each day past the deadline

Allows the President of the Senate and Speaker of the House to call their respective chambers back into session after sine die adjournment until the first Thursday in June to complete unfinished work on the general appropriations bill or Capital Reserve Fund resolution

Maintains existing provisions allowing adjournment extensions of up to two weeks if the Board of Economic Advisors submits a forecast reduction after April 10th, with agreement of legislative leadership

Retains the requirement for a two-thirds vote concurrent resolution to extend the session beyond the second Thursday in May for matters other than appropriations

Tolls the 120-day period for General Assembly review of state regulations from the second Friday in May through the second Monday in January
