Establishes the "Safer Syringe Program" allowing community distributors (public or private organizations providing substance use disorder services) to operate syringe exchange programs in South Carolina

Authorizes programs to provide free sterile hypodermic needles, syringes, fentanyl test strips, wound care items, emergency opioid antagonists (naloxone), and other drug consumption supplies at no cost to participants

Permits distribution through various methods including fixed locations, vending machines, mail-based delivery, and mobile distribution to reach hard-to-reach populations

Grants immunity from criminal prosecution under state drug laws for program employees and participants possessing or distributing needles, syringes, or supplies containing drug residue when directly related to program services

Provides civil liability protection for law enforcement officers who in good faith arrest someone later determined to be immune under this program
