Adds definitions for "electric vehicle," "direct-current-fast-charging station" (minimum 50 kilowatts), and "electric vehicle charging provider" to South Carolina utility law

Allows electrical utilities, municipalities, the Public Service Authority, and electric cooperatives to provide and charge for make-ready infrastructure for EV charging stations and utilize state or federal grant funding

Requires public-facing direct-current-fast-charging stations operated by utilities or government entities to offer fair, reasonable, and nondiscriminatory rates to all competing providers

Prohibits utilities and government entities from using revenue from other electric services to subsidize their own direct-current-fast-charging station investments

Exempts charging stations constructed before the act's effective date and non-public-facing stations used solely for the entity's own vehicles or employee vehicles from the subsidy restrictions
