Changes the appointment process for the Executive Director of the Department of Employment and Workforce so the Governor appoints directly with Senate advice and consent, rather than selecting from three nominees screened by the Review Committee

Removes the requirement that the DEW Review Committee must find a candidate qualified before appointment, shifting qualification assessment to the Governor

Retains educational and experience requirements for the Executive Director, including a baccalaureate degree from an accredited institution and substantial expertise in business, labor, employment, human resources, or five years as a practicing attorney

Maintains the nine-member Review Committee's role in screening Appellate Panel candidates, conducting annual performance reviews of the executive director, and evaluating department performance

Takes effect upon approval by the Governor
