Authorizes continued payment of state government expenses at Fiscal Year 2024-2025 levels (as set in Act 226 of 2024) if the 2025-2026 fiscal year begins without a new General Appropriations Act

Excludes non-recurring appropriations from Act 226 of 2024 from this continuing authority

Dissolves study committees formed under Act 226 of 2024 unless separately reauthorized by the General Assembly

Appropriates whatever amount is necessary from the general fund for timely debt service on state obligations and constitutionally required amounts, including the Capital Reserve Fund and General Reserve Fund

Takes effect upon Governor's approval, with continuing resolution authority ending once the Fiscal Year 2025-2026 General Appropriations Act becomes effective
