Creates the Delivery of Government Efficiency Commission with nine voting members: three appointed by the Senate President, three by the House Speaker, and three by the Governor, chaired by the Director of the Department of Administration (non-voting)

Directs the commission to review state budget appropriations, identify spending reductions, and report findings to legislative leadership and the Governor by October 1, 2025

Requires review of the Code of Regulations to identify regulations that can be repealed to reduce burdens on businesses (especially small and medium-sized) and citizens' property rights

Tasks the commission with identifying government programs, agencies, departments, boards, and commissions that can be eliminated, consolidated, or restructured to increase efficiency, with a second report due by October 1, 2026

Commission members serve without compensation, may not be legislators, must recuse themselves from conflicts of interest, and the commission sunsets on October 2, 2026
