Prohibits all abortions in South Carolina except when necessary to prevent the death of the pregnant woman or serious risk of substantial and irreversible physical impairment of a major bodily function, eliminating previous exceptions for rape, incest, and fatal fetal anomalies

Criminalizes performing abortions as a felony punishable by up to 30 years imprisonment if the unborn child dies, and makes it illegal to manufacture, distribute, or sell abortifacients (mifepristone, misoprostol) knowing they will be used for abortion

Creates criminal liability for aiding and abetting abortions, including providing information about obtaining abortions, hosting websites with abortion information, offering referrals to abortion providers, or transporting pregnant minors out of state for abortions

Establishes civil enforcement allowing the Attorney General, solicitors, family members of the unborn child, or parents of pregnant minors to sue violators for $10,000 statutory damages per violation plus compensatory damages, punitive damages, and attorney's fees

Requires public schools to show a video comparable to "Meet Baby Olivia" demonstrating fetal development from fertilization to birth, and repeals the judicial bypass procedure that previously allowed minors to obtain abortions without parental consent
