Establishes the South Carolina Equine Commission, a 7-member body chaired by the Department of Revenue Director, with appointments by the Governor, Senate President, and House Speaker, to regulate and promote the state's horse racing industry.

Authorizes pari-mutuel wagering on live and simulcast horse races through licensed Advanced Deposit Wagering (ADW) applications, but explicitly prohibits historical horse racing, slot machines, and video games of chance.

Requires ADW licensees to ensure bettors are physically present at horse racing events to place wagers, with the commission adopting rules to enforce this location requirement.

Creates the Equine Industry Development Fund to provide grants supporting horse-breeding programs, horse residency incentives, training centers, and equine-related education including veterinary instruction and youth mentoring.

Establishes advertising restrictions for ADW licensees including prohibitions on targeting minors or those under 21, requiring responsible gaming messages, and banning marketing to self-excluded individuals.
