Creates an exemption allowing hunting of wild turkeys over baited areas on properties permitted by the Department of Natural Resources for wild bobwhite quail restoration and sustainability

Requires permitted properties to not be leased for turkey hunting and prohibits commercial wild turkey hunts on the property

Mandates that bobwhite quail permits include conditions conforming to best practices for quail habitat management and require an approved management plan updated at least every five years

Authorizes the department to revoke permits if conditions are violated

Clarifies that a baited area remains classified as such for ten days following complete consumption or removal of all bait
