Creates new criminal offenses for assault and battery against healthcare professionals (physicians, nurses, EMTs, firefighters, dentists) performing their duties or against any person in a healthcare facility

Establishes tiered penalties: high and aggravated nature (up to 30 years), first degree (up to 20 years), second degree (up to 10 years and/or $5,000 fine), third degree misdemeanor (up to 1 year and/or $1,000 fine)

Creates parallel assault and battery offenses for attacks against correctional facility employees (certified law enforcement officers at state or local detention facilities) with the same penalty structure

Defines injury thresholds including "great bodily injury" (substantial risk of death, serious disfigurement, protracted impairment) and "moderate bodily injury" (prolonged unconsciousness, fractures, injuries requiring anesthesia)

Adds enhanced penalties when assaults involve nonconsensual touching of private parts or occur during commission of robbery, burglary, kidnapping, or theft
