Creates the new criminal offense of mail theft under South Carolina law, covering actions such as knowingly taking, destroying, hiding, embezzling, or obtaining mail by fraud with intent to deprive, injure, damage, or defraud another person

Prohibits buying, receiving, concealing, or possessing stolen mail, as well as unauthorized possession of USPS keys or counterfeit keys used to access mail receptacles

First offense mail theft (without intent to defraud) is a Class A misdemeanor punishable by up to $5,000 fine and/or up to 3 years imprisonment

Second or subsequent offenses and mail theft with intent to defraud are Class E felonies punishable by up to $10,000 fine and/or up to 10 years imprisonment

Requires courts to order convicted offenders to pay restitution to victims in an amount determined by the court
